Title
Proposición del Diputado Pedro Zeledón pidiendo se instale el Consejo a la mayor brevedad, por ser indispensable que ese Cuerpo sancione las leyes y resoluciones legislativas para que tengan efecto, según el artículo 69 de la Constitución La Comisión respectiva de acuerdo con dicha proposición y con el objeto de facilitar la pronta instalación del Consejo, propone en su dictamen los medios que le parecen más practicables para conseguirlo; estos medios propuestos obedecen a que tres de los Consejeros electos se hallan ausentes y tienen además excusa para no admitir el cargo, a que el único propietario que está aquí ha puesto su renuncia y de los dos suplentes uno está ausente y el otro tiene excusa legal
