Exposición del ciudadano José Ángel Vidal al Congreso Constituyente en que manifiesta los graves inconvenientes de la ley de 9 de octubre de 1812 que manda fenecer en terminación verbal los juicios cuyo interés no exceda de cien pesos, sin conceder recurso alguno contra las sentencias en ellos dictadas y pide se reduzca a cincuenta pesos la cuantía de las demandas en que puede fallarse sin ulterior recurso, y de aquella cantidad en adelante, hasta cien pesos, se conceda apelación para ante un Magistrado de la Corte de Justicia o ante el Juez de Letras Pasó a la Comisión de Justicia
