Contacto de Nicolás Ulloa Sáenz. Nació en Heredia el 5 de 05 de 1867. Hijo de Alejandro Ulloa Solares y Ninfa Sáenz Arias. En su juventud se dedicó a la mecánica. En 1889 como Teniente Veterano, desempeñó el cargo de Capitán en el Cuartel de Armas de Heredia, ascendiendo luego al grado efectivo de Capitán. En 1893 fue nombrado Primer Comandante de Policía de la Plaza de Heredia. Posteriormente, ocupó el puesto de Teniente Coronel como Primer Comandante del Cuartel de Artillería de la ciudad de San José. Costa Rica
